My understanding of the term “overthinking” means to give a problem way more analysis than it needs in order to be solved, or complicating a task (often a simple task, but not always) by thinking about it too much instead of just doing it.

Ultimately it all gets back to self-grasping. (I guess that’s the buddhist answer for everything) but specifically, I think it’s basic insecurity. I know two people who are what I would call “chronic what-if” types. Everything has to be run through the overthinking process. As a result, they are really stuck all the time, afraid to try new things, afraid to let go of even the things that are causing their suffering. They need to make sure everything is bolted down and perfectly squared away before they can take one step.
