It's by Lord Jigten Sumgön, founder of the Drikung Kagyu school. Just search "Seven Supplications to Tara" + "Jigten Sumgön" and you'll find various resources, though I believe the commentaries aren't available online. Basically, it was spontaneously sung by Jigten Sumgön when he attained awakening or something like that (not entirely sure on the details).
“ With the wisdom of threefold purity, dedicate all the virtue gained from having made such effort toward enlightenment. Dedicate it to clear away the suffering of infinite beings. This is the way of a Bodhisattva.
