He's funny and I post Bill Maher political videos all the time, but I wouldn't take Bill Maher's tutorial on karma seriously. He's an anti-religion-atheist-comedian.
He started going after Eastern religions including Buddhism when Tiger Woods was in a scandal for crashing his car after an argument with his wife, after being caught cheating on her and he said he would return to his religion of Buddhism for guidance.
A racoon isn't going to spell out anything with acorns because, well, it's a racoon. It doesn't have the cognitive ability and also Maher doesn't know about anātman where it is not the same person, not the same personality. A permanent personality doesn't get reborn.
At least Maher does say a few things positive, in how the Americans have wrong notions of karma, which is at odds with the peaceful notion of karma as action. He goes into silly examples in an attempt to refute it, but coming up with silly examples is an example of a straw man (creating an example that is easy to refute).
Maher is funny, but he's no Dharma teacher.
