Which incense to use and which are the worst choice (like musk)?
Cedar, tobacco, white sage will they be suitable?

Padmavon Samba is right that different people say different things. Supposedly, Native Americans believe that tobacco is liked by spirits, but some Tibetan teachers will say it's a weed of maleficent influences. However, I have at least one naga sadhana that recommends sandal, and since the Tibetan use juniper, you probably wouldn't go wrong with cedar.

Because the ingredients of material substances don’t possess any non-material qualities on their own. People impute (imagine / make stuff up) about incense, flowers, crystals, and these invented meanings become parts of traditional belief systems. Inhaling the smoke from some burning plants can, of course, have an effect on brain activity. But when it comes down to what nature spirits like to huff, you’d probably need to ask them.

Tobacco is a species native to North America, maybe that’s why spirits of that area supposedly find it pleasant. Maybe you should use substances appropriate for your area rather than exotic imports.

Hmm, but this shaman knew where I came from and still gave me bad advice to provoke local spirits?
Weird.
I'll have to ask them,at most I will die during the offerings ;) but life is more terrifying than death
so what is there to be afraid of?

Well, in Thailand, some of the local protectors also require tobacco among their traditional offerings, and tobacco is of course not native to Thailand. It is best to see what substances are recommended by whatever tradition you are following. If no particulars are given as to which to use and which to avoid in that tradition,you may be on your own. I'm sure there are no universal rules about something like this, and if a certain type of offering could cause death, I'm sure that would be mentioned by the tradition.

Central Asian aromatic and narcotic crocus flowers are the main ingredient of Nagkeshar
and it is an incense used in Tibet, available for sale all over the world :)
but the question is: use of this incense is frowned upon by Nagas?

It's very common in Tibetan households to start the day with a sang offering, usually of a juniper-related incense, but not always. There are lots of short sang prayers for this. In the Nyingmapa tradition,there is a very common practice called riwo sangchod in which traditional Tibetan incense purifications are coupled with profound meanings, suaully done outside. One usually lights incense on one's shrine before a period of formal practice as well. No hard and fast rules, incense is usually offered according to the particular tradition you are involved with. Is this any help?

If the beings you are making offerings to are underwater they aren’t going to smell the incense anyway, because they are under water.

Sure but I wrote about it in the context of the harmful effects of tobacco
tobacco is harmful, but other narcotic substances in Nagkeshar are not,weird :)

My understanding is to visualize your merit and prayers that all beings be free from suffering as being carried by the smoke to wherever the wind blows.
