Cant PM someone?

Try to add recipient and it says: Some users couldn’t be added as they do not have permission to read private messages.

Why is this? Do they need a higher post count?

Some users apply the setting by themselves, if they don't want to receive PMs.
Very few users are being excluded from the ability to send and receive PMs. Then the reason is, they used the PM function for harrassing or advertising.

Edit: And now I realise, you were trying to pm a member who asked for deactivating their account. (You told them in one topic you cannot write a PM to them.)
They didn't want to participate in DW anymore and their account has been deactivated on their request.
