I think what will happen is...
The Dalai Lama appoints a new Dalai Lama, or ends the system, or announces his next rebirth as clearly Indian, etc.
And Tibetan Buddhism flourishes in Nepal, India, and the rest of the world.

One point here in question is that actually a Dalai Lama doesn't select the next Dalai Lama since soul boys are found by high Lamas after the Dalai Lama passed and then the Panchen Lama makes the final decision and during The time China had an Emperor a final second selection was made from a drawing from a golden urn. Often, at least during the 10th to 12th and perhaps the 13th although the Panchen Lama didn't make the drawing iannounced that the drawing was made and confirmed his choice. Now and in the future if the now hidden Panchen Lama can be found to make the choice the next high Lama has that task or perhaps if there is a Regent in place he will make the choice since now China is not in any authoritative position to do so.
In light of recent comments by His Holiness he indicated he might choose to be reincarnated as a woman perhaps in China or a boy in India. This leave open the possibility that one can decide before death how and where one wants or can be reincarnated and follows the possibility that one can reincarnate in order not ever to be found provided the Dalai Lama passed prefers not to take up the position again. Then of course if that becomes the case a soul boy from soul boys must indicate some reasonable indications close in character if not actually a reincarnation then he is closen in representing such.
It is possibly this is what occurred with either the 10th or 12th and from the 9th since actual reincarnation was decided by the 12th who decided to hide from being discovered after being murdered 4 times leaving the 13th a soul boy possessed with the attributes of Avalokiteshvara but not actually such or later the spirit split and occupied both the hidden and the one selected
This is all possible theory of course just as reincarnation is an element of mysticism.

This is why we cannot look to the tulku system as a guarnator of the survival of traditions. Even in the most important and famous tulku lineages there have been many examples of incarnations who, to put it politely, didn't work out, or who were actually done away with by people who didn't like them. The way a lineage survives is by having a lot of really good practitioners who can propagate it. Not by having a great figurehead. Though the fact still remains that the Tulku system will make the decision from Dharmsala, India if it is still there. It might actually in Lhasa with the demise of the CCP . This means the reincarnation and soul boy can still be discoverd in Tibet, Khan, Amdo, U or other rural area even either with or without the occupation in full swing rather than India where the Tibetan community is smaller and confined with close connection to Tibetan government officials.
Of course Tibetan families are now living around the world so the search is going to be extensive if not complicated. Choosing a Dalai Lama is a spiritual (faith) as well as a political one since Tibet is and continues to be a Theocracy prepared at some time in the near future to again occupy Tibet by severing China from it's territory since it is inevitable the CCP will fall soon (the bigger they are harder they fall) just as communism has fallen everywhere else other than North Korea where it is disintegrating rapidly.
Of course any reason to search for a reincarnation is a long way off and even then it may take at least 6 to 16 years making any possible date for such the need for a search to be c.2055 earliest. In the meantime enjoy peace of mind and prosperity in the eye of the storm raging through world society during this Kali Yuga.
