What is this hat called?
For what purpose is this hat?
Who wears that in general?
It looks a little like the chodpa's hat.

From your description it sounds like a pandita hat, but from the picture it looks like one that Liberace would have worn

Seems like a hat worn by people during a drubchen, but I’m sure there’s a more specific answer.

It's called a Rigdzin Shamu and it is worn during certain ceremonies or certain parts of ceremonies to confer majesty and glory on the practitioner.
