Well, if a male Nyingma practitioner is a Nyingmapa, I guess a female one is a Nyingmama!

Does that make the head of the lineage a Nyingpapa?

goodness is what comes to pass.
For those who do non-virtuous actions,

I thought a ngakma would be something more specific, with hair empowerment, etc.

Usage of the term is complicated and varies among communities, from what I understand. It's been discussed here before, but one way of using the term is that anyone with inner tantra empowerment is a ngakpa/ngakma.

We usually call them “Buddhists”.
"All phenomena of samsara depend on the mind, so when the essence of mind is purified, samsara is purified. Since the phenomena of nirvana depend on the pristine consciousness of vidyā, because one remains in the immediacy of vidyā, buddhahood arises on its own. All critical points are summarized with those two." - Longchenpa
