Confusion on Dates

Confusion on Dates

When a day is to carry its sacred potentiality due to it being a new moon, does the day begin at sunrise or at night? For instance, would Guru Rinpoche Day start at night or morning time? I keep seeing these calendars saying the new moon is on the 4th but it's at 2 AM, so I wasn't sure if the understanding was the day BEFORE (say the 3rd) was the holy day of the new moon or the day after.

Sunrise. Practices after midnight still count.

What I heard, for practical purposes, 4 AM actual solar time
But Tibetan standard calendars can differ from the actual day of full moon or new moon
