Treasure Vases

probably not all treasure vases are the same, but concerning the treasure vases sold at Dharmatreasures.com Is it okay to give a treasure vase to someone who is not necessarily Buddhist who would respect it and keep in in a high place? Or are treasure vases only to be owned by practitioners?

I don't have any 'official' reply to this, no sources. But to me, it would be more than ok. Just like it's more than ok for non-Buddhists to walk around a stupa.

It is a great blessing to the environment and household.
As long as they are told to place it appropriately, its fine.
It could be understood as feng shui.
It will definitely encourage harmony and prosperity.
I gave one as a wedding gift once.

Yes it has tons of benefits for the people and environment close to it! I have often given them to non-Buddhist family members, and after explaining the significance they all loved them!
