Is it considerable to say that pure Maitrī produces no karmic effects? Such as, are Buddhas fully karma free in their Maitrī?

In the teaching of Mahayana there are two or three levels of Maitri (and other Brahmaviharas):
1. You see the objects of Maitri as self-existing indviudals, i.e. maitri is combined with some amount of ignorance.
2. You see the objects of Maitri as being without self-existence, as illusory appearances that arise dependent on conditions. This is maitri combined with wisdom.
3. There is Maitri that arises effortlessly, without self and other.
