Yes, he's a member of Amidaji. The comparison with Suzuki and so forth is to express that one can agree with a sentence ("I can't connect with Buddha on a schedule") without being a supporter or "chooser" of someone.

The first issue is that it doesn't answer the questions of the OP at all. The Usnisa Vijaya Dharani won't let you know if you have shinjin or not.
