The state create them, feeds them, tolerates them, give them salaries (many are working officially for the state) and only sometimes slightly reminds them of some law but not much, just for not to be regarded as third or fourth world country perhaps. Like for example, a king from the opposite side threatens with its figures a castle, queen stays on his way but then again, the queen is under a threat. And the pawns just find this pretty amusing and make a party in the middle of the game laughing at everybody. How funny indeed.
