The website says it's being updated. The Padma Rigdzing Ling Facebook page was quiet for a while, but they posted again on March 7 about prayers for the deceased. So they appear to still be active,it looks like Rinpoche probably just got out of retreat. I'm betting the website will be back up soon.

Your view of karma seems to be more like the Jain understanding of karma, where it has to all be burned off before awakening is possible. That's not how karma is understood in Buddhism. Buddhas have transcended karma.

Frankly I think it would defeat the purpose. As Khonchok Thrinley said, it would be better to just link the recitation with the breath. This is a traditional way of combining the two, and instructions can be found in Taming the Monkey Mind
