How come some sources state Kamalashila lived between 713 and 763 c.e., whereas the Samye debate took place supposedly arround 794 c.e?

It depends on how you see it; "sutra" is merely a word, "tantra" is merely a word. In Tibet they have a transalation of the Avatamsaka Sutra in Kangyur, but they felt it belongs to the category of Tantra, and so it is found in the Tantra section of the Kangyur, not in the Sutra ...
