I do no think that they could have convened a great assembly of buddhists in ancient India because of some minor issues in the Vinaya. Based on what I’ve understood from the teachings I’ve received and what I’ve read, both a and b statements are not explanations of what is meant by emptiness in Buddhism. So it follows your statement c also falls outside of Buddhist teachings.
