Kagyu certainly does not lack lineages of full four empowerments, see for example the Kagyu Ngakdzö, Dam-ngak dzö, etc. Some of these bypass Gampopa and go instead through Rechungpa, Ngok etc; but there are also lineages that go through Gampopa, for example the empowerment of Cakrasamvara in the Dak...

While you're at it, add also a subscript a to the last syllable in སྭཱ་ཧཱ.

Mamo Bötong is transmitted as part of the Kagye. Kagye empowerments are given in the West as well, but not very often, I think.

I'd recommend publications by the Rubin Museum of Art -- they come with good descriptions and analysis and are reasonably priced when new (and apparently worth a small fortune when out of print).
