Can you practice a sadhana with an empowerment but no transmission?

There is a Sakya Vajrayogini empowerment coming up. The requirements listed is any HYT empowerment.

Doesn't it have to be a Sakya mother tantra empowerment?

Put the tip of your tongue behind your teeth on the palette. Relax the chest. Breath from the lower stomach below the belly button (navel chakra). Feel it as vast and heavy.
