Permission? Bodhisattva vows are an intellectual property right ? Any copy of the vows will have some implicit or explicit ownership. I wanted to have a "vow of the day" website, but I don't know where I can get a public domain or CC licensed reliable list of the vows. There's lots of lowering and raising yourself with your arms in a full prostration. Seems like it would pose the same risks as say a pushup, even if your knees are down.

A quick search brought up a set of 900 tea light candles for $50. You could probably get several sessions of offering out of them. I don't know what the burn time is like, but you'd probably be well under $1k by the time you offered them the target number of times.

There seems to be the assumption that each candle can only be offered once. Can't you offer them once, then the next day offer the same set of candles again? And so on until they burn out? Sure it may take a few years, but likely WAY more practical than trying to light 100,000 different candles. The...
