It’s referring to Vasundharā. AFAIK she has seen previous buddhas attain awakening, so is something of an authoritative eye witness.

Chokyi Nyima Rinpoche’s Ka-nying Shedrub Ling in Kathmandu sounds ideal for you. They have a shedra that’s very reputable and set up for non-Tibetans. He also does a lot of teaching online.
