HYT and Self-Generation

I have been asked by a Vajra Brother in the Gelugpa about HYT and Self-Empowerment.

We both remember that at some point we were taught that if a person has an HYT empowerment, they may self-generate as any deity from the same or a lower class of Tantra. It is also part of the instructions for the FPMT sadhana that a person with an HYT empowerment may self-generate as Black Garuda in the Fire Sword of Black Garuda practice.

Is that considered to be the case or is it incorrect?
