Although I would personally contact a monastery such as Samye Ling or a person like Erik Kunsang about it. They will have excellent contacts and I'm sure they'd be eager to help.

Have you found the Kangyur and Tengyur yet?
We purchased these two sets from a large Dharma bookshop in Boudha Kathmandu for our Institute a few years ago.
I have searched the web and this following link has a photo of what I am sure looks extremely like the inside of the shop.

If you correspond with them you might be able to find the name of the shop.
The teachings are in Tibetan - There are about 3 sizes of the printed petcha text that they sell - they also sell the hard covers plus cloth protection wraps. The complete set of teachings are quite heavy and would most likely need to be air freighted to your location.
The following bookshop may be worth a try as well.
