Not sure about the complete application process to become a Dzogchen guardian, but the first step is to attain complete realization, i.e., buddhahood. The main guardians, such as Ekajati, are enlightened beings. There are dharmapalas who aren't enlightened, but who protect the dharma because they were subdued and took an oath to a realized being, usually Guru Rinpoche. But you're probably much better off as a human being than as one of those.

Since you received lungs etc, I think that you can buy the book: "The Guardians of the Teaching". For more info, please ask SSI.
It explains many things about the main Guardians of Dzogchen.
Also you can google the names of the Guardians that you are interested for, and you'll find many information in the web.

If the task of the guards is to protect the teachings and practicing followers
so why allow this what is happening in Tibet?
Why they not protect teachings, people and country?

They protect the teachings ... they spread widely in the west. For the rest they do not go against karma. They even reinforce it, which is a way to protect the teachings.

Tibetans karma is this what happens to them now? Why?

If it is their karma, why they protest?

What did they have such karma as a nation?
Maybe they should not accept any of Buddhism from India? ;)
Maybe they should be at their pre-Buddhist traditions?

What is perceived as good or bad by our common mind, it is not always true from the absolute point of view.
Guardians work towards the ultimate goal, which is the perfect liberation of beings from illusion (Samsara).
Even in the relative dimension, sometimes a good medicine has a very bitter taste and lots of side effects.

See HH Dudjom Rinpoche's book; Counsels from My Heart, pages 54-55 to answer you question.

It's interesting to look at the tragedy which has occurred in Tibet from the standpoint of what it has done for the teachings. Prior to the invasion, Tibet was very solitary and cut-off from the rest of the world and the teachings and their customs were largely unknown. The Chinese attempted to step in and stamp their culture out, and unfortunately they have indeed caused much strife, but really they also succeeded in being the catalyst for the teachings to spill out into the rest of the world. The Tibetan culture was forced to become refugees in the world and lamas spread across the globe, becoming more accessible and teaching the very systems which remained cut-off for centuries. So although the genocide which has gone on there is an unspeakable horror, there is a silver lining which is that the systems of Tibet are now found everywhere.

Protectors can't make an unchangeable reality, it is beyond their power. Everything changes all the time, impermanence is the king to which we all have to bow. If the transmission of Dharma is safe, they are doing their job. So far so good, but eventually all Dharma will disappear on this world. Nothing the protectors can do about that, it is impermanence.
