Radio Free Asia is reporting that in an experimental move authorized by the PRC, Tibetan Buddhists in Qinghai and Sichuan Provinces (former Amdo) can now openly revere HH Dalai Lama, keeping a separation between religion and politics, and furthermore are not required to criticize HH Dalai Lama. This change has not been officially confirmed however.

In the past the PRC has liberalized its position about free speech, but only to see who it was that was dissenting. Then they arrested them.

But that was in Lhasa. They wouldn't try something like that again in another province, would they?

Mao did something like that with "the blooming of a thousand flowers" or some such. He allowed non-Communist culture and then several years later, killed anyone who had produced non-Communist culture over the last few years.

It is likely that this report is incorrect. The BBC is reporting that monasteries they have contacted report no change. The PRC state bureau of religious affairs has also stated that there has been no change. The BBC report is here.
