No, I do not know of a commentary on that sutra -- check that -- the Uttaratantra is considered by some as a commentary on that very sutra.

While it is not a direct commentary on the Sutra itself, there is a treatise on Buddha nature translated by Paramartha. The Uttaratantra is not a tantra, but a profound commentary on the Three Jewels and the buddha nature.

King's book seems like an expanded dissertation or something similar. She translates passages from the Chinese, but not the entire text. I read the whole Tathagathagarbha sutra as linked in OP. But sorry I did not understand it. The only thing I read was about the benefits of reciting Tathagathagarbha sutra. But where is the Sutra?
