Can someone identify this buddha/bodhisattva?

Hi,

My mother recently found this at an estate sale, and I was wondering if anyone here would be able to identify the buddha/bodhisattva on it. I think it might be Kannon or Tara, but the mudra was unfamiliar to me. I have no idea what the history of the piece is, so it might not actually be a proper representation of a specific buddha/bodhisattva, but I thought I'd crowdsource your ideas. See attached for the picture.

I would hazard a guess and say Tara, I tend to think it is Tara and not Kuan Yin because Kuan Yin is rarely depicted bare breasted. All that said, I would also probably say that it is a Chinese attempt to depict a Tibetan deity, I'm not sure how sucessfully though!
