How sad that their air is no longer breathable. I cannot imagine living in such a polluted city. Can this be remedied?

Yes - but at a great financial cost. Old, dirty power plants would have to be shut down or upgraded. Ditto cars, trucks, etc.

It can be done. London did it sixty years ago - see http://www.epa.gov/aboutepa/history/topics/perspect/london.html and http://www.epa.gov/aboutepa/history/topics/perspect/london.html
