Reciting the 21 Praises of Tara

What does it mean when it says "On sincerely reciting twice, three times, and seven times"

Is the praise recited twice *breakfast* three *lunch* seven? Or all together or what?

As far as I know, it means 2+3+7 = 12 times.
if you read a common tara four mandalas ritual, it's like:
you offer, chant twice, than offer again, chant 3 times, offer again, chant 7 times.

It is also possible to simply recite just the Twenty One Praises, at least 2 times each time you recite the praises, without the entire practice of the four mandalas. It is of course not the same but if you don't have time to do the whole Four Mandala ritual twice a day this is an alternative if you wish to maintain a connection with Tara. There is a one verse version of the praise.

yes once, three times a day.

if one uses a mala to count prayers, one can understand a little about the feel & number of beads on mala, what a mala represents, our commitment to the deity, and how to hold one, maintain and so forth.
