That is a Thai (with somewhat Sri Lankan style) statue of Sakyamuni Buddha in abhaya mudra: fearlessness. Normally this mudra is portrayed on standing Buddha statues but this one is seated in full lotus posture. The blazing flames on the Buddha's head are to symbolize blazing awareness or wisdom or enlightenment..

This is a Pure Land temple I have visited twice, so probably the "Thai-Sri Lankan" style you're looking for is Vietnamese? It's a Vietnamese temple of nuns, refugees from Vietnam.
