Last topic and new window links

We added two new features that Dhamma Wheel has, the last topic in the post showing on the board index, and links opening in a new window.

Links in posts now open up in a new window. But it doesn't work for the existing posts; it only works for new posts. This is because the system has to reprocess each link onto the board, and it can't do that for the old ones. For new posts like this one, links will work. For example:

http://www.dhammawheel.com/

The last topic now shows on the board index. Just like Dhamma Wheel, you can see the link to the topic that was last replied on. Check the board index if you want to see this in action.

After changing format templates a couple of times, the last topic on the board index was not showing. But today we fixed that and now you can see the last topic discussed before clicking on a sub-forum.
