Does one have to be a DC member to attend the Tselgyegar Retreat?
How far ahead must one register for these events?

Yes and generally one can register till the day they start. One can become a new member then too and discount the membership fee from the price of the retreat (last time I checked it was still like this). At least that's how it goes in this side of the pond with Merigar. I think over there it might be the same, but it's better if someone from there could confirms this.

I believe it's to be the Invocation of Samantabhadra.

I just registered for the retreat. It's to be a research trip for me as well.
