Personal learning Tibetan dictionary?

Does anyone know of a personal learning Tibetan dictionary? One enters words that one is learning/working with in software and (ideally) can make notes about these words as well.

Just this functionality is just a digital replacement for flash cards and is trivial so I would hope that this has been done already.
