The FPMT

Does anyone know why Lama Zopa's organisation is called the Foundation for the Preservation of the Mahayana Tradition when it is clearly Vajrayana? Do Vajrayanists see themselves as part of the larger Mahayana ? That seems strange considering they make great effort to emphasize they constitute the 3rd turning of the Dhamma wheel.

Vajrayana is sometimes known as 'uncommon Mahayana'....

To study is to know the texts,
To practice is to know your defilements,
To attain the goal is to know and let go.
