Buddhist prayer flags?

Hey everyone,

Can anyone tell me why there is a circular disc at the top of these prayer flags? The flags are situated in Bhutan. Unlike Tibetan prayer flags, these ones have some sort of decoration at the top that I've never really seen before. If anyone has any input on this please let me know. Thanks.

Yeah, this is the typical prayer flag pole used in Bhutan. On top of the disk (which I believe is merely a base) is a flaming sword of wisdom.
