Sounds like a step (hop?) in the right direction, for all sorts of reasons.
First the US. Who's next?

Dissection is pretty gruesome, but the decerebrated frog experiment is a downright horror story. Should be banned.

The question, then, is whether our (potential) learning is great enough to compensate for the frogs' (inevitable) suffering and death.
The simple teaching is 'do not kill,' but we know there are circumstances in which we (most of us, anyway) feel that killing is justified: killing a snake to save a person's life, killing mosquitoes to save a city's people from malaria, etc.
Is this that kind of situation, or are the potential benefits disproportionately small?
