I don't know what's up with this, but I have seen this opinion stated here and there on the internetz, passed around as a smelly fart. Gyalwang Drugpas have traditionally been accepted as heads of Drugpa Kagyu in previous centuries, both because of their position as abbots of Drugpa monastery, the main seat of Drugpa lineage, in Ralung and being recognized as tulkus of Tsangpa Gyare, the first Gyalwang Drugpa and the founder of Drugpa lineage. As for Khenpo Ramesh, he is a legitimate Khenpo (or better to say Acharya, since Khenpo should traditionaly be used for abbot holding vinaya, but has been used as a term for scholastic teacher), he used to teach in KIBS institue lead by Shangpa Rinpoche in Nepal.
