Are you planning to go there?
It's on my "to do" list to travel to Arunachal Pradesh including Tawang, hopefully on my next visit to India. As far as I understood, restrictions were lifted a bit so it's not so difficult for foreigners to visit this border area, although there is definitely still some "inner line permits" etc to be obtained for foreigners.
